Most specifications for static safe material were initially written for packaging material. These specifications are also referenced for many other static safe applications.

Static Decay Testing at 12% Relative Humidity

According to packaging material specifications such as Mil-PRF-81705E and other methods which reference MIL-STD-3010C, Method 4046 (formerly FTM 101C, Method 4046), a material that has been preconditioned at 12% R.H. for a minimum of 24 hours should have a static decay time of less than 2.0 seconds when measured to a 1% (50 volt) cutoff level to be considered acceptable for use in Static Safe applications.

With an average of 0.01 and 0.22 seconds respectively for Groups A and B, the samples met the static decay requirement of the specification and should be acceptable for use in static safe applications referencing this requirement. The sample Group C exhibited no dissipative characteristics and would be classified as insulative.
